Dr. Bagiwa holds a Doctor of Veterinary Medicine (DVM) from Ahmadu Bello University, Zaria—a foundation that grounded his early career in agricultural development and rural infrastructure, sectors intrinsically linked to land utilization and property value. His professional journey includes pivotal roles at the Nigerian Agricultural and Cooperative Bank (NACB), the Petroleum Trust Fund (PTF), and the Office of the President, where he served as Special Assistant on Monitoring and Evaluation in the Federal Ministry of Agriculture and Water Resources (2008–2011).
Since 2015, Dr. Bagiwa has been a key architect of policy and governance in Katsina State, serving first as Special Adviser on Inter-Governmental Relations and, since 2019, as Special Adviser to the Governor on Livestock and Grazing Reserves—a role that places him at the forefront of land use planning, grazing reserve administration, and Rural-Urban spatial development. These responsibilities have given him unique insight into land tenure systems, government land allocation policies, and sustainable land management in Nigeria.
His expertise spans:
– Project appraisal, implementation, and evaluation of large-scale, donor-funded initiatives
– Loan administration and asset recovery frameworks in agro-allied and infrastructure sectors
